I can imagine why backlogs can occur in courts. Crime rate is high and the justice department is well...just a department. This is the reason why the justice system is slow in almost all countries.

Also, there is a saying that the police catch the criminals and the courts just let them go.

Extrapolating on that, one can say that those criminals that the courts let go, being the criminals that they are, will eventually be caught by the police again and will deal with the courts again.

Of course, its all about making money. As long criminals are set free and not imprisoned or rehabilitated then they will return to court to spend more money to be free again and again ...
